Though she began her employment with College of DuPage in 1991, Rita began her career with the Illinois Procurement Technical Assistance Center (PTAC) at College of DuPage in 1997. In 2013 she added to her responsibilities by accepting the Center Manager role. Her focus has been to implement change in the form of a refreshed approach in our look and services. She believes becoming different comes with great challenge, fear and risk but can offer great reward. For over 18 years she has been advising small business in government contracting, certifications, operations and management.
Program Manager, Illinois Small Business Development Center
Ute Westphal came on board in May 2017 as the Illinois SBDC Program Specialist. She has been an entrepreneur in two different countries and brings in a solid understanding of today's world of entrepreneurs. In addition, she has been coaching and consulting with small business owners for 4+ years. This position requires a broad knowledge of industries and all aspects of starting and managing a small business. In her role Ute advises business owners in all questions concerning incorporating, business model, financials, marketing and organizational structures. Her responsibilities extended quickly into creating and conducting workshops and developing our services into new geographical areas. Ute has a Master's of Business Administration (MBA) with a focus on training and business development.
Program Manager, Illinois International Trade Center
Jean first started at the Center in September of 2017 as the Illinois SBDC International Trade Center (ITC) Program Manager. She has been involved in exporting since her early 20s' with business experience in multiple markets. Her background includes export strategic planning, market development, product development and global supply chain management. She is a Certified Global Business Professional (CGBP) by the National Association of Small Business International Trade Educators (NASBITE International).
Program Coordinator, Illinois Procurement Technical Assistance Center
Ileen Kelly came on board July 2019 as the Illinois PTAC Program Coordinator. She brings to the table over 10 years of providing Leadership and Capacity Building training for both small businesses and non-profit organizations. She spent over 10 years in the workforce development arena across multiple industries assessing and providing training for both incumbent and future workforce. She also spent over 25 years in marketing, advertising and public relations – Managing the public message for national clients and brands. Her primary responsibility is to advise clients to grow their business through local, state and federal government contracting which includes certifications.
Program Coordinator, Illinois Small Business Development Center
Genie started her journey at the Center in August 2020 as the Illinois SBDC Program Coordinator. Her career started at the College in 2006 when she was just a student, working as a Tutoring Assistant at the Learning Commons (previously known as the Academic Support Center). A couple of years after graduating the Hospitality Program, she came back to COD as part of the pre-opening team of the Inn at Water's Edge at the Culinary and Hospitality Center where she helped create its operational procedures. Even though most of her career are spent with Marriott International working in many different levels and capacities in sales, marketing, and business operations, she also spent some time working with different associations as a meeting planner and marketing coordinator assisting in large scale annual conferences. She speaks two languages fluently and conversational Spanish, and also a small business owner herself, she'll bring a wide variety of expertise and perspective on the table.
