Ileen Kelly came on board July 2019 as the Illinois PTAC Program Manager. She brings to the table over 10 years of providing Leadership and Capacity Building training for both small businesses and non-profit organizations. She spent over 10 years in the workforce development arena across multiple industries assessing and providing training for both incumbent and future workforce. She also spent over 25 years in marketing, advertising and public relations – Managing the public message for national clients and brands. Her primary responsibility is to advise clients to grow their business through local, state and federal government contracting which includes certifications.

David joined the Illinois SBDC team in Oct. 2022 as the Program Coordinator. His career and expertise in all things “small business” began with Bank of America where he was a top-ranked Small Business Consultant, banker, and advisor for over 15 years. He then parlayed to a career in Workforce Development, working as a Business Services Representative and Job Developer for WorkNet DuPage. David created strategic alliances and partnerships with local businesses and employers while promoting no-cost, state-funded, and needs-based resources, and grant programs for businesses. David has bachelor’s degrees in Business Administration majoring in Business Management, and Visual Communications focusing on Graphic Design and Arts.

Colleen Sall joined the team as APEX Accelerators Coordinator in January 2023. Colleen has over five years of experience with College of DuPage, serving the local community within the Provost’s Office and Continuing Education. She also worked with the business incubator/accelerator Innovation DuPage, helping to support the collaboration and development of entrepreneur businesses with major corporate and leading educational institution partners. She has a background of more than 15 years in corporate marketing communications and product management with industry-leading and Fortune 500 companies. She has written and edited industry articles, newsletters and press releases, and has overseen the creative work of external public relations firms and advertising agencies. Additionally, she managed trade show and user group meetings and was an event product specialist speaker. Her primary responsibility is to advise clients to grow their business through local, state, and federal government contracting which includes certifications.

Ute Westphal came on board in May 2017 as the Illinois SBDC Program Specialist. She has been an entrepreneur in two different countries and brings in a solid understanding of today's world of entrepreneurs. In addition, she has been coaching and consulting with small business owners for 4+ years. This position requires a broad knowledge of industries and all aspects of starting and managing a small business. In her role Ute advises business owners in all questions concerning incorporating, business model, financials, marketing and organizational structures. Her responsibilities extended quickly into creating and conducting workshops and developing our services into new geographical areas. Ute has a Master's of Business Administration (MBA) with a focus on training and business development.
