High School Equivalency Constitution Test

In order to earn an Illinois High School Equivalency (HSE) Certificate, you must take and pass the Constitution test as required by Illinois Compiled Statutes – School Code (105 ILCS 5/27-3) in addition to passing all parts of an Illinois Higher Education Exam.

The Constitution Test is a 60-question, multiple-choice test addresses the United States and Illinois constitutions, the Declaration of Independence and the U.S. flag. It is scored pass/fail and it is offered in English and Spanish.

There is no fee to take the Constitution test and it may be taken at any time. No appointment is necessary.

Constitution Test Locations

The Constitution Test is administered at the Glen Ellyn campus in the Berg Instructional Center (BIC), Specialized Testing Center, Room 2A08. The Constitution Test is also administered at the Addison, Carol Stream, Naperville and Westmont Learning Commons. A photo ID must be presented for the Constitution Test to be administered.

The College of DuPage Bookstore sells study guides in English and Spanish that can help you prepare for the Constitution test.


There is no fee to take the Constitution test.

Previous Test Results

If you have previously passed the Constitution test, present one of the following to the Regional Office of Education for the county in which you reside:

  • An official high school transcript in a sealed envelope that includes your Constitution information.
  • A letter on official letterhead signed by the high school registrar or director of Adult Education verifying the student has passed the Illinois and United States Constitution Test.
