The
United Nations in Crisis: Where are the Middle Powers?
With Lieutenant General Roméo Dallaire
What parallels can be drawn between Rwanda and Darfur in Sudan? Another
round of civil war erupted in Darfur in February 2003. It is estimated
that more than 70,000 have been killed since March. Untold numbers of
women have been raped, over 1.45 million people have been displaced,
and more than 200,000 refugees have fled to Chad, all in dire need of
food, water and shelter. Are the United Nations and its agencies, the
African Union, and Western countries doing everything possible to stop
the bloodshed? Should NATO and the middle countries like Germany and
Canada send troops?
Lt. Gen. Dallaire was the Canadian force commander of the U.N. Assistance
Mission for Rwanda in 1994. He believed that his assignment was to bring
peace to warring parties. Instead, he witnessed one of the most brutal
displays of genocide in recent history, resulting in the slaughter of
more than 800,000 Rwandans in 100 days. With only a few troops at his
command, he was able to rescue thousands, but his call for more support
from the U.N. fell on deaf ears. He is currently a Fellow at the Carr
Center for Human Rights in the Kennedy School of Government at Harvard
University. His book, Shake Hands with the Devil: The Failure of
Humanity in Rwanda, will be available for purchase and signing.
