Issue Framing: Framing Issues for Community Deliberation
This workshop is designed for individuals who have already completed
the Moderator Training course and would like to increase their knowledge
in terms of creating effective, intelligent discussion guides (issues
books or maps) used in National Issues Forums. Participants who complete
this module are able to:
• Determine
if an issue is appropriate for deliberation.
• Identify
the different elements that comprise issues books or maps.
• Identify “the problem behind the problem” for public issues
and better recognize the values that drive citizens’ concerns.
• Practice
developing a framework for discussion that promotes deliberation.
• Explore
the importance of testing the validity of a framework before the
issue is available for public discussion.
