Homeland Security Procurement Technical Assistance Center

HS PTAC offers specialized business development services to companies seeking to conduct business with the public sector at the federal, state or local level.

HS PTAC is focused exclusively on homeland security products and services, which provides your business with the extra attention you need to do business in this important and fast changing industry.

HS PTAC is operated by the College of DuPage with support from the Homeland Security Market Development Bureau (HSMD) within the Illinois Department of Commerce and Economic Opportunity.

HS PTAC News Flash
The Department of Homeland Security is committed to working with citizens, private industry, trade organizations, and all levels of government to keep America safe and to foster the freedoms that we cherish. There are a wide variety of opportunities to work with the new department, such as forming and implementing public-private partnerships, obtaining technical assistance and training, grants and loans, and becoming part of the DHS team as an employee. Below are some of the current opportunities to partner with DHS on the citizen, business, government and employee levels.

Twenty-three percent of DHS contracts are identified for small business. The key to business development is the marketing effort the small business executes. Two areas of focus could be:

1) The Mentor-Protégé program is designed to motivate and encourage large business prime contractor firms to provide mutually beneficial developmental assistance to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The program is also designed to improve the performance of contracts and subcontracts, foster the establishment of long-term business relationships between large prime contractors and small business subcontractors, and strengthen subcontracting opportunities and accomplishments through three incentives. 2) Annually, DHS releases their Acquisition Report, which highlights the various Homeland Security contracts. The 2004 report is current as of March 2005. The information contained in the report will assist in small business target marketing the Department of Homeland Security and appropriate sub-agencies. Areas of interest should be Top 10 Prime Contractors, Top 10 Purchased Products and/or Services and the Agency Buying Profiles. View the report.

Facts and Figures
• The federal government, by creating the Department of Homeland Security (DHS), integrated 22 agencies and 180,000 government employees.

• DHS has $40.7 billion under its control during fiscal year 2005.• DHS has a proposed budget of more than $41 billion for fiscal year 2006.

• Twenty-three percent of DHS contracts are identified for small business.

• Eighty-five percent of the critical infrastructure in the United States is privately controlled.

• The U.S. private sector is estimated to spend between $6 and 7 billion on homeland security per year.

• The International Private Sector, excluding the United States, is estimated to spend $5.2 billion on homeland security per year.

Consulting and professional services, software development, disaster recovery services, ID tracking (smart cards) software and hardware, border and port security

Advanced Manufacturing and Electronic Communication:
Precision machining, risk mitigation, transportation security/logistics, detection/screening, survelliance/monitoring, design/engineering physical security products

Food Safety, Security and Technology:
Air, food and water detection; disaster event management planning; crisis communications strategy

Bio-Tech, Public Health and Life Science:
Biometrics, emergency preparedness/response systems engineering, vaccination research/production procedures and protocols, R & D, technology licensing
