The Department of Homeland Security is committed to working with citizens,
private industry, trade organizations, and all levels of government
to keep America safe and to foster the freedoms that we cherish. There
are a wide variety of opportunities to work with the new department,
such as forming and implementing public-private partnerships, obtaining
technical assistance and training, grants and loans, and becoming part
of the DHS team as an employee. Below are some of the current opportunities
to partner with DHS on the citizen, business, government and employee
levels.
Twenty-three
percent of DHS contracts are identified for small business. The key
to business development is the marketing effort the small business executes.
Two areas of focus could be:
1) The
Mentor-Protégé program is designed to motivate and encourage
large business prime contractor firms to provide mutually beneficial
developmental assistance to small business, veteran-owned small business,
service-disabled veteran-owned small business, HUBZone small business,
small disadvantaged business, and women-owned small business concerns.
The program is also designed to improve the performance of contracts
and subcontracts, foster the establishment of long-term business relationships
between large prime contractors and small business subcontractors, and
strengthen subcontracting opportunities and accomplishments through

2) Annually,
DHS releases their Acquisition Report, which highlights the various
Homeland Security contracts. The 2004 report is current as of March
2005. The information contained in the report will assist in small business
target marketing the Department of Homeland Security and appropriate
sub-agencies. Areas of interest should be Top 10 Prime Contractors,

DHS has $40.7 billion under its control during fiscal year 2005.•
DHS has a proposed budget of more than $41 billion for fiscal year 2006.

Eighty-five percent of the critical infrastructure in the United States
is privately controlled.

The U.S. private sector is estimated to spend between $6 and 7 billion
on homeland security per year.
